What “Licensed” Actually Means Here
Three separate credentials come into play on a typical Salinas demolition job, and it’s worth knowing what each one covers before you hire anyone.
CSLB C-21 — Building Moving/Demolition. This is the classification that legally covers demolition in California: raising, lowering, cribbing, underpinning, and removing structures and their foundations. It’s a different license than the one that covers a kitchen remodel, and the CSLB requires four years of documented trade experience plus a $15,000 bond to hold it. Verify any number free at the CSLB’s site before signing anything — this is not optional on a job involving a load-bearing structure next to an occupied lot.
Certified Asbestos Consultant (CAC). Every demolition in the MBARD district needs a pre-work survey, and only a CAC — a credential Cal/OSHA issues after education, experience, and exam — can perform it. Their report is what the demolition crew sequences around, and what supports the MBARD notification filing.
Cal/OSHA Asbestos Registration. If the survey finds regulated material above the state’s disturbance threshold, removing it requires a separately registered contractor — distinct from, and in addition to, the C-21 license covering the demolition itself.
